Critica of the shipping board pok ley, and of the president's course in announcing that he will seek a sub fidy to assist in the establishing of the merchant marine have appeared, both in and out of congress, ‘They assert that while the shtpping board has 1,301 idle ships, the Cunard company in starting construction of 100,000 tons of new shipping and is to revive the services discontinued during the war. The danger at this time, critics of the subsidy plan allege, i# that the ship operators, who have fed off the treasury thruout operation of ship ping board boats, rather than strain themselves trying to make as much &* ponsible out of the boats, would continue to feed from the treasury under # subsidy, and that the result |would be to hamper, rather ‘than help, the establishment of @ succems- ful merchant marine. | A tremendous struggle in congress, \it is believed, will mark the presi- dent's attempt to get a subsidy for pene: 3 whatever its Sort, ‘SALEM SOLONS GET TO WORK Consider Means of Raising Money for Fair SALEM, Ore, Dec. 2. — The second day’s session of the state leg- islature saw both houses getting down to business in real earnest and trying to figure out some basis on which @ state tax could be authorized to finance the 1925 fair in Portland. Many members of beth houses, who yesterday affixed their names to a document decrying the proposed Kubli amendment, which would raise the money thru a property tax, said today they had signed “with reserva tions.” They contended that they did not want any “additional” property levies, but suggested that many thousands of dollars now raised thru property taxes, but which conld be |lopped off the state budget here and there, might be diverted for fair purposes with their full approval. Secretary of State Kozer met with members from both houges today to reach some definite understanding with respect to this very thing.
