VERY BASY. | FIRST.—Yivery tax payer and renter In this state, desirous of @ reduction of our tax rate, should devote at least one hour per week to this subject, by taking an active interest In any one or more of the | tax reduction leagues. Watch public | [Ss Don't vote for any | thing that -will increase our tax rate, Protest tf you find that any department tn the city, county or state exceeds ite budget. SECOND. If you dincover that} our city charter is antiquated and will not permit of efficiency, inves. | tigate other charters, of’ cities that | aro getting more for less money The National Municipal League of | New York and Philadelphia, have | for over 20 yeare investigated city charters, and have entlorsed what | known as the “Model City Char-| “ approved by some of the ablest experts in the United States. In vestigate for yourself, and become a better eltizen. THERD. Demand your legtstators to pass a law, assessing all prop erty in the state of Washington on full 100 per cpnt valuation, very property ownér in the state should) be required to make @ sworn #Uree ment as ta the valuation of all property owhed, A penalty for wi- ful undervaluation, and @ law com: pelling every county assessor to tx wue @ booklet, printed on cheap news paper, showing every lot, block, ,ddition and tract in the county, name of owner and the sworn valu In this way every interested taxpayer cduld procure a copy oF his booklet at a nominal cost and make a comparison with other prop ertien. In thie way undervaluation would come to light and could be cantly detected. Inatead of having | a tawrate of 72 mills based om 50) per ceyt valuation, which te eon-| fusing and misleading, we weuld | have a tax rate of milla based on full valuation. any of the Eastern states are now assessing on full valuation. } FOURTH. By adopting « new city charter, with @ clty manager and commission form, a consolida- tien of city and county, our present tax rte of 73 mills based en 59 | per cent valuation, or 36 mills based on 100 per cent valuation, could cantly be reduced, by eliminating duplication, to 30 mills or $30 per $1,000 of full valuation. To atimnu late building and industry tm the state of Washington, a $30 per thoumnd valuation tax would be too high, compared with San Fran- cinco’s rate of $15.90 per thousand and Los Angels’ rate of $20.06 per thousand. ‘ To remedy this we should demand our legislators to adopt and pass the New York state income tax law, whereby a low rate equitable tax would be placed on net Incomes, de rived from personal service and tn- vestments, Exemptions In the state of New York are the eame as in the fed eral Income tax law, allowing $1,000 for single, $2,000 for marriel, ard $200 for each dependay, In this way the objectional poll tax could be eliminated entirely, A maximum real estate and per- sonal property tax of $15 per $1,000 of valuation would give the state of Washington the lowest tax rate on the Pacific Coast, and would stimu late building and industry tmmed+ ately. The balance of the 15 miMs would be collected by state income tax, as jit ts 2 New York, Wisconsin and other states, from the people accord. | ing to their income and ability to pay. State income tax and federal ‘income tax reports are made simul | taneously, thereby eliminating ad- | ditional work. HENRY G6.
