STATE COAL COM- MISSION MAKES RECOMMENDATION MINING OF STATE’S COAL SHOULD BE LESS EXPENSIVE mmending @ reduction of pproximating 20 per cent, and mmending @ reduction of supervising and managing expenses for the operitors, and a reduction of retail expenses by the cutting down of the number of dealers handling coal, the ‘oat commission appointed by Edward Clifford, director of the late department of labor, t invent ate the Washington coal mining #ituation, ft ing the strike of March 15, f its report with Cut ford Thursday afternoon The reductions recomménded by |the commision aré from 60 cents to $1 per ton on, steaming coal and from $1 to $2.00 a ton on Western Washington coal for domestic pur poses, The commission states tn tts report that this can be done through co-operation of the three interested parties, operators, dealers and miners, and that the increased sale resulting from such reductions will make up for the lows under the pres e@t operating conditions, Equitable Distribution “The wage décreases recommended will, a» to tract men,” hays the report, “restilt In only a nominal de- crease to the lower paid men, gradu ally increasing as the wages made on the different -rates increase, This distributes the decrease to these men more equitably and will put the con: tfact rate system on @ more uni form basis than has heretofore pre- vated.” The report has been submitted by Gifford to a joint conference of representatives of the operatofs and miners for ratification, following which, ff a settlement is agreed on, the mines will be immediately open- e@ and production resumed. Properties Involved The strike of 2,800 coal miners which tied up the coal industry of Washington occurred March 15, and involved the following groups of mines: Rayne, Beekman, Black Dia- mond, Burnett, Carbonado, Bureka, Fords Prairie, Franklin, Grand Ridge, Hyde, Issaquah, Lincoln, Monarch, Newcastle, Ozark, Queen, Raven, Taylor and Wilkeson mines. May 22 Edward Clifford, in behalf of the state of Washington, appoint ed the following commission to in- vestigate the industry and make recommendations looking toward the setuement of the difficulties: Robert A. Harlin and Ernest New- sham of Seattle, representing the miners: D, F, Buckingham and N, D, Moore of Seattle, representing the operatots, and Jame H. Allport, mining engineer, of Barnesboro, Pa., Fepresenting the department of labor and industries.
