Information transmitted to The Star will be turned over to the proper authorities, or published, as conditions may warrant. If TWO or MORE persons furnish information that, separately or in conjunction, accomplishes the desired result, the reward will be divided as seems proper to Mayor Caldwell and the Editor of The Star. If the Mayor and the Editor can not agree on the correct division of the reward, they will leave the matter to a third person upon whom they will mutually decide.
