F. Alexander, president of the Pacific Steamship Company, and D. CG Jackling, Utah and California mining man. Snelling was wireless operator on Jackling’s other yacht, the Cyprus, and at one time was quartermaster on the Minnesota, when she piled be- tween here and the Orient. During the war he made a trip to France as first mate on a vessel taken over from the Germans. On the return trip the ship was stalled in the submarine zone for 12 days. The Aquilla will sail for Alaska as soon as Jackling arrtves here. Leghorn Declines Place as Auditor James T. Leghorn, auditor in the bureau of Inspection and super- visions of public offices in Olym- pia, precluded possibility of revoca- tion of his appointment by the city council to be auditor of appropria- tions for Seattle, by declining the job. The naming of Leghorn to fill the post recently created by the council was declared illegal by Corporation Counsel Walter F, Meier because Leghorn is not on the civil service eligible Net, and the appointment must be made by the president of the council. In a letter to Counctiman Wi- liam Hickman Moore, Leghorn says: “On account of my health and) on advice of my physician, I am| compelled to decline the appoint- ment of auditor of appropriations | for the city of Seattle, to which I was elected recently by the city council.” Heffernan Plans Business Block Altho final plans have not been ac- cepted, Henry Broderick, agent for John T.
