As compared with the county court method, federal system is indeed arbitrary. In the county courts, every taxpayer's name is placed on the jury rolls, and by lottery the estimated number of veniremen are selected. From this list of veniremen; a second list is chosen by lottery to obtain the estimated numer of jurors for the month. From the monthly list, the lottery method is again used to choose the jurors in each case. In the federal court, however, a jury commissioner and the clerk start the selections by picking any names they want from among the taxpayers of the district.
