TOKYO, Dec. 4.—With the coming of peace and the resumption of com- nerce, Japanese leaders are anxious to see relations between Japan and | the United States on the :nost cordial footing. They would remove all distrust, and at the same time they seek, nat- | srally, to obtain for Japan treatment jon an equality with that accorded white races. That the experience of American nd Japanese soldiers, fighting side vy side in Siberia, will go far to cre- te this cordial relation is the belief | of Tokyo. | Japanese are quoting from the oath of the late emperor as evidence | of the Gemocratic trend of the Japa- nese givernment. | In it, he declared for deliberative | Sssemblies, all measures of govern- nent to be decided by public opinion; for a union of all classes, high and low, in carrying out the program of the government; for freedom of ac- tion and thought for officials, civil | and military, and for common people; for abolition of uncivilized customs of former times, and application of principles of equality; for opening of the gates of Japan for enlightenment from the world outside. BREAD CARDS ARE TORN UP PARIS, Dec. 4.—The government has had to cope with the situation of many people unthinkingly ex- pecting @ magic readjustment of wartime conditions. Cases were reported shortly after the Germans surrendered of jubilant men and women tearing up their bread cards. They fancied that since the war was over, the boulevards were relighted and there was no chance of night bombing parties any more, that food restrictions would automatically be swept away. To put an end to persistent prof- iteering in some quarters, the Paris municipal council is opening 400 stores, supplied with goods thru a government agency and sold at prices fixed by the authorities. BAR STAMPEDE OF REFUGEES (Special to The Star by N. E. A) PARIS, Dec. 4.—The end of the |war brought a tremendous urge among refugees to get back home. A tight rein was kept by the gov- ernment, however. Readjustment had the food sypply as the first and biggest problem. The government checked the joy- ous stampede. It will be many months befofe repatriation is fully accomplished. Only a small percentage are allow- ed to go. Out of the fir@ 30,000 persons who applied for permission, only 5,000 applications were consid ered. In the final sifting, less than half that number were given Permits. STATUE MEMORIAL TO COURAGE OF PARISIANS (Special to The Star by N. E. A.) PARIS, Dec. 4.—The courage of Paris during the war is to be symbol- ized in a statue by M. Bartholome, noted French sculptor. It will show a young woman, wearing a flowing robe and a soldier's stee! helmet and carrying a sword.
