THE WAR PLIGHT —OF THE— PUBLIC UTILITIES (No. 2) The Secretary of the Treasury on February 15, 1918, found it necessary to take official notice of the apprehension among the informed of the ability of public utilities to meet the requirements of service demanded by the public in the face of corporate fi- nancial needs brought upon the utility companies by greatly increased cost of service due to the war. This he did in a letter to the President of the United States, in which he said: “OUR PUBLIC SERVICE UTILITIES ARE CLOSELY CONNECTED WITH AND ARE AN ESSENTIAL PART OF OUR PREPARA- TIONS FOR AND SUCCESSFUL PROSECU- TION OF THE WAR. I EARNESTLY HOPE THAT YOU MAY FEEL JUSTIFIED IN EX- PRESSING THE CONVICTION THAT THE VITAL PART WHICH THE PUBLIC UTILI- TIES COMPANIES REPRESENT IN THE LIFE AND WAR-MAKING ENERGY OF THE NATION OUGHT TO RECEIVE FAIR AND JUST RECOGNITION BY THE STATE AND LOCAL AUTHORITIES.” Not only the President and the Secretary of the Treasury, among high officials, expressed concern at the threatened impairment of public utilities by increasing costs and fixed rates and fares and the effect such impairment might have upon the prep- arations for war and its prosecution. The Comp- troller of the Currency took this matter up and tried to impress its seriousness upon Congress. That matter will be presented here tomorrow. PUGET SOUND TRACTION, LIGHT & POWER COMPANY P.
