Moreover, it is only fair to the city to have this affair over with as soon as possible. Out of a bad mess, this now seems to be the best course. And it is a bad mess. Whether Mayor Gill is guilty or in- nocent of the criminal charges, the results are the same. The Star hopes he is innocent—sincerely hopes so. But at the same time it cannot hold him blameless for the situa- tion which made a federal probe necessary. The mayor’s compromise with the Billingsleys may have cea due to criminal conspiracy, as charged, or to pure olly. Whatever the reason, it could have worked only harm and it did. It appeared peculiar to The Star at that time, and The Star said so. It is a moral certainty that police graft went on to a greater or less degree during the operations of the bootleg- gers’ syndicate and the numerous little bootleggers. Gill, the individual, may have been innocent, Gill, the official, how- ever, cannot escape punishment.
