The history of the rise and fall of rival syndicates makes plain the reasons for the present federal probe. Logan Billingsley, his brothers, and others, composed one of the rings. Ex-Patrolman E. J. Margett headed another. Both factions bought liquor from the Jesse-Moore Hunt company, in San Francisco. Prior to October, there was talk of a combination. A bootlegging ‘‘trust”’ with Billingsley’s brains, Margett’s knowledge of local condi: tions and plenty of money might have survived all attacks. Outwardly everything was peaceful. As a matter of fact Margett had refused to join the Billingsleys.
