We firmly believed that Congress would appropriate many millions to pay for the development of the navy yards of this country. We knew that the Puget Sound Navy Yard had received the highest recommendations from the secretary of the navy and all the great naval experts of this nation. Hence, we purchased practically every available parcel of acreage suitable for platting within five to fifteen minutes’ walk of the gates.
