MANLY Noteg American Economic Inves tigator In the preceding articles I have shown you that the frauds and evasions under the federal income tax amount to more than $320,000, 000—enough to pay the entire cost of “preparedness"—and that these frauds cannot be prevented nor the taxes collected either under the law as tt now stands, or with the existing administrative machinery. The great question now arises, WHAT ARE WE GOING TO DO ABOUT IT? These taxes must be collected the NATION NE THE REV ENUE AND Jt DEMAND: THE ENFORCEMENT OF THE LAW. There are only two effective methods. Surveillance Necessary FIRST—The adoption and erten- sion of the plans which are being urged by Secretary McAdoo, pro- viding a system of surveillance over every potential income tax- payer. SECOND—The adoption of the simple expedient of PUBLISHING the Income tax returns so that the nation may know who are the/sion of the present system of SE- HONEST TAXPAYERS and who,| CRECY and ESPIONAGE. are the DISHONEST TAX) Secrecy Aids Bribery THIEVES | First, BRIBERY and CORRUP.
