Patriotism or pork? That's what President Wilson will be up against when he takes his program of ‘preparedness’ to congress. . The “pork-barrel” system is the answer to the question why the United States and gets so little in the way of a regular army. Instead of paying soldiers, the government is paying rent. It is buying real estate, building houses, roads, sewers and waterworks in order that the army posts may be maintained in the districts of influ- ential senators and representatives THERE ARE 176 ARMY POSTS AND STATIONS to house an army whose mobile strength is bare- ly 35,000 men, and which should be housed in half that number of stations. Every superfluous station is an added charge for upkeep and travel, not to mention interest on the money invested. Fifty millions a year of the money appropriated by congress supposedly tor the army is spent for what appears in the estimates under the head of “public works’’—that is, posts—while a little over $100,- 000,000 is spent on the “military establishment.” One-third of the annual appropriation thus goes for “forts.’ All army authorities agree that 90 posts would be better in every way than 176, and some claim that a very few large posts would be more economical and efficient. Under our present system an officer who in war time would be expected to command an army corps, never sees together at one time the units he would be expected to command. Our army is divided into squads, companies and batallions, instead of brigades and army corps, as it should be. At some posts there are scarcely 20 men, yet such a post must have all that an a¥my post is supposed to have. POLITICAL INFLUENCE—the same political influence which has wasted millions of the public money in useless river and harbor expenditures—is responsible for the multiplied army posts. A man’s influence in the senate may be gauged by the number of his “forts.” For instance, Sen. Lodge of Massachusetts has always been an influential man and he has to his credit Fort Revert, Fort Heath and Fort Standish. Sen. Warren of Wyoming was for years at the head of the senate military affairs committee, so he has in his state Fort D. A. Russell, WHICH HAS COST MORE THAN FIVE MILLION DOLLARS! From a military point of view Fort D. A. Russell is practically useless. Former Sen. Aldrich has in Rhode Island Fort Greble, Fort Mansfield and Fort Wetherill. are scores of these forts which exist to the memory of statesmen now dead. Explaining why these posts are not abandoned by the war department, Maj. Gen, Leonard Wood told congress: “The difficulty is to obtain the consent of local interests. In the abandonment of these small po! there is always a tremendous opposition when we withdraw the garrison.
