The Germans have been trying to get a naval base in the West Indies. The United States, with perfect propriety, is opposed to any European na- tion getting such a base. That is one reason why we uphold the Monroe doctrine. Mole St. Nicholas is the place which Germany wants, in order that she may place a new Heligoland on the path of the canal commerce, and within a short distance of our own southern coasts. Such reasons as these explain why weak gov- ernments like those of Mexico, Haiti, Guatamala and others are dangerous to us.
