Lister—forced on him by accident, AND HE HAS FAILED TO SEIZE HIS OPPORTUNITY. In the grim struggle of 1912 between Stronger men than himself, Lister slipped in as governor, a " ™an practically unknown and unheard of. When the legislature attached the “emergency” clause to “the McArdle land board bill, a measure which attacked the governor's political dignity, up rose Lister in mighty wrath | and talked about the GREAT PRINCIPLE involved in the “emergency” clause. The GREAT PRINCIPLE was, the governor explained, that the legislature should not be permitted to thwart the | fight of the people's referendum by declaring a measure an / emergency unless it really was an emergency necessary for the “immediate preservation of the peace, health, or safety” of state or its institutions. The governor tested the matter in the courts and won out on this GREAT BRINCIPLE. But how different GREAT PRINCIPLE ', When the Renick bill came to the governor. emergency clause. ere was less real emergency to it than to the McArdle Mill. In fact, the governor had signed a bill, just a day or two} before, which provided for exactly the opposite conditions, | * ‘so far as the state treasurer was concerned, than those the| nick bill prescribed for city finances. | But the Renick bill did not hurt the governor's political dignity, and the Chamber of Commerce, by a personal dele- ion, urged him to sign it. And he signed it, EMERGENCY ‘Eiatse and all. It is no wonder, then, that he also signed the port bill, though the Chamber was the only organization in Seattle that didn’t protest against it. His excuse was ridiculous. He | said the bill had passed by a large vote in the legislature. So did the McArdle bills which he vetoed. So did every measure he has vetoed. The governor also found fault with bringing measures such purely local nature to the legislature, yet he signed it, h every organization except the Chamber requested that people of Seattle be allowed to decide these matters for nselves.
