Ele CITY OF SEATTLE is in imminent peril of being sandbagged by the legislature now in session at Olympia. A bill drafted for the benefit of the benevolent Boston millionaires who own the Stone at Webster corporation has passed the senate at Olympia. It is now pending in the house. It is known as Sen- ate Bill 300.. And it is a deliberately plotted attempt to lift millions out of the pockets of the taxpayers in cities of this state. ; | Senate Bill 300 turns the hands of the clock back 20 years. It takes away from the city of Seattle, and other cities in the state, the power of regulating their own @ franchise affairs. Senate Bill 300 would make every existing and future public utility franchise perpetual. IT WOULD GIVE OVER OUR STREETS TO THE SE- ATTLE ELECTRIC CO., AS LONG AS THE COMPANY DESIRED THEM, AS A GIFT. And it even would prevent the city from insisting upon requirements j such as compelling the company to pay its share of paving, etc. It would strip the city of all regulatory authority. It would ‘interfere with competition and encourage e monopoly. It would require cities, as well as private companies, to obtain from the public service commission, in which overworked body all power is vested, a cer- tificate of necessity before they could be permitted to embark in any new public utility enterprise. And the commission, by the terms of the bill, is prevented from granting such certificate as long as the existing public utility is giving reasonable service. IT THUS EVEN WOULD PREVENT THE CITY OF SEATTLE FROM AVAILING ITSELF OF COMMON USER PRIVILEGES OVER THE SEATTLE ELECTRIC’S RAILS IF IT COULD BE SHOWN THAT THE COMPANY IS HANDLING THE TRAFFIC. A referendum clause is attached to the bill. If it is concurred in by the house, the people will have a crack at it. The Star believes, however, that a referendum upon such a barefaced steal would entail useless expense. THE BILL SHOULD BE KILLED AT OLYMPIA. CITY OFFICIALS FROM ALL OVER THE STATE HAVE PROTESTED AGAINST IT BEFORE LEGISLATIVE COMMITTEES. YOU CAN GIVE THEIR PROTESTS WEIGHT BY ADDRESSING A LETTER TODAY TO YOUR REPRESENTATIVE. George E. Wright, a Seattle attorney, has denounced Senate Bill 300 in a paper read to the Municipal league. He says: ‘This act makes to existing public utility companies, without consideration, what is perhaps the most princely donation ever made by any American state to private interests.” The Star will print Mr. Wright’s 5 paper tomorrow.
