VOTERS CAN'T HAVE ANY MORE That the people of Seattle have absolutely no legislative powers of thelr own directly, but must de j pend ntirely upon the council, was the view expressed Thursday by Councilman Dale tn discussing pro- posed charter amendments. Dale declared the supreme court [had decided the people's measures lof Initiative and referendum were null and void Dale's impressions of the supreme court decision, however, were not shared by the other councilmen.
