RUSSELL of the Chehalis training school,| has resigned his post. | Russell's management of the institution, strange to say,| is passionately defended by H. T. Jones, chairman of the board of control of the institution. Jones asserts that the charges} made against Russell are “unfounded.” Jones says that these charges have been investigated and he gives the departing su-| perintendent a liberal coat of whitewash. However, Russell is getting out and that is all The Star| sought to accomplish—merely his elimination as a person totally unfit to handle boys who have gone wrong. Jones asserts, also, that Russell has intended to get out for quite a spell. This reflects excellent judgment on the | superintendent's part. The board of control is now seeking a new man for Rus-| sell’s job. It is to be hoped that the board will not make the same| error that it fell into when Russell was appointed. The man| for the job has got to be a pretty big sort of a chap; a man| who has no nerves, no temper, no fanatical ideas of correction and punishment. The training school is devised to be exactly what its| name indicates. It is an institution maintained by the people| to train lads who have taken the first downward step. It is| by no means a prison; it is not a reformatory; it is not a place for iron cages and steel-barred windows. It is an educational institution, precisely within the same| meaning that the Broadway high school is an educational| institution. | The students at Chehalis are a little bit plus-normal, if we may use that expression. They are over-developed or| under-developed ; they are highly strung, temperamental or merely “wild.” There is plenty of good material in the training school. It requires a good, strong man with brains and a heart to de-| velop this material. It is up to the board of control to get such a man for the job!
