It is a measure of relief for Seattle, Ta- coma and Spokane, and other cities, which they must have in self-preservation. For two years these cities have chafed under the rule of the public service commission. It was ¢ rented to correct the abusive policies of utility corporations. But it has failed woefully in that purpose. it has| only served to harass, and hamper, and hedge about the freedom of cities to regulate their own business. Instead of protecting the people from the gouging methods of the corporations, this commission has been the means, on innumerable occasions, of tight- ening their strangle-hold. Fixed rates in city franchises have been sweep-| 4 ingly brushed aside, and higher rates have been ex- acted with the consent of the commis City ordi- nances have been thrown out of court because they did not have the commission’s stamp of approval. | Telephone tolls have been boosted. Gas rates have) been raised. Interurban fares have jumped up. And now the enemies of the people in the legisla- ture want to give these three public service commis- sioners, appointed by the governor and owing no direct responsibility to the people, even greater powers. House Bill No. 302, by William Wray, is the initial step in that direction. At present, the public service commissioners have no jurisdiction over pub- licly owned utilities. Wray’s bill is the entering wedge for such control. Wray wants publicly owned ferries put under the commission’s jurisdiction. The purpose is obvious. It is intended to enable the commission to boost the rates of the King county ferry so that the business of a private competitor might not be inter- fered with. Wray’s bill will logically pave the way for control of the city light plant and other city-owned utilities by the commission. This will mean that the commission can tell the city that it cannot reduce light rates, as the Seattle municipal light plant has twice done in one year, and forced its competitor, the Stone-Webster concern, to do likewise. Wray’s bill is only a “feeler’ in the present legislature.
