SE BLOWN AFTER MAN’S SUICIDE TAKEN THIS MORNING, SHOWING SIDE OUT BY EXPLOSION, ROOF TORN AND WINDOW THE STAR—SATURDAY; OCTOBER 26, 1912. TEDDY’S TRUST POLICY, BY GILSON GARDNER BY GILSON GARONER OOSEVELT'S trust polley ta really nothing more than an extension of the government's present contro! over rallroada. Rallroads consolidated, grew big and abused their patrons, The government stepped tn and regulated them. The gover nt did not say “Break up your railroad consolidations; conaolidators go to jail,” Tt ta true Joe Batley did say that, not honest The ratiroads, have for letter of the Sherman law. let but Bailey 20 years violated forbidden by the Sherman law, Tho rate law brought them to book, Rooseyolt sald: “It fs admitted by all sane people that It is no longer possible to unseramble the railroads and make them go back Into the little jerk water institutions which they were when railroads were first built co-operation the public secures uniformity of rates and harmonious oo operation tm handling freights over long distances, The whole system ie made to work in harmony, and the public secures much better service in many ways, What ts now needed is not a law to smash the consoll dation, but something which will wipe out the abuses which have frown up. We must stop rate discrimination aa bt on Individuala and between localities, Unduly high rates must be 4 nted. ‘The shipper must get adequate service in cars, prompt delivery and all such things. To secure this the government must have a commission with adequate powers.” So the law was passed giving real power to a real Interstate com merce commission, The railroada were made to adopt a uniform sys tem of accounting and to show cause for every advance in freight rates. With an honest commission like the present one, the plan is working quite well. Taft tried to undo all this by creating a commeres court with power to veto the orders of the commission, but congress is on the trail of that court and will get it by next March. To apply the same kind of remedy to the evila of big corporate business Is Roosevelt's “regulation of trusts.” Mere bigness he does not regard as necessarily evil. Higness is necessary to do certain jobs, If bigness is used to work out economics, tt should not be outlawed. Why not apply the plan of a regulating commission to curb the evils of big business without doing proper business any harm? The evils of Hig Business consist in certain well-known commer cial practices. For exampl (1) the division of territory between previously competing organizations; (2) dictation of prices by pro ducer to wholesaler and retailer; (3) cutthroat competition to kill off a weaker competition; (4) the ase of leases and refusal to sell machinery, in the case of the shoe mackinery trust; (5) spylag on competitors; (6) secret control of subsidiary competing concerns; (7) refusal to sell to certain tndividuals in certain localitte: the waa the ‘ They have maintained] o freight associations, conspired to keep up uniform| *@ MAM SUBSCRIBERS —The ante rates, divided territory and have done all the thing» fy| i D STUDENT — DISMisi wed SHINOTON, Oct. 2 faryAot the Navy Meyor yesterday |ardored the dismissal from Annap-| py orion jolie of Walter J.
