(More laugh ter.) Horner Speaks to Men's Club. Thomas R. Horner, candidate for corporation counsel, addressed a large crowd at the Men's club of the Queen Anne Congregational chureh last evening. He dealt with the question of municipal owner- ship of @ telephone system. He showed that in cities where mu- nicipal ownership prevails, the rates are one-fourth of whet they are in Seattle, and charged the private ec rporations with watering thetr stocks and making the people pay dividends on them. At the Labor Temple last night Horner discussed municipal ownership of railways be- fore the Central Labor Council. A meeting was held at the Arctic club at noon today for the purpose of organizing a James A. Huight club for the councilmanic candidate. Homer M. Hill was chairman. George F.
