Here's an expression on the matter from the Rainier Valley Record According to reports from Olym pia, the supreme court has render. ed a decision in th ing case re lating to the proposed franchise for another car line on Rainier av that will, before it is over, result in a revolution of the supreme court. By this decision, if the re- ports which have been published are approximately correct, the supreme court has rendered one of the most infamous decisions in the history of this state The constitution and laws of this state provide that cities may adopt a freeholders charter, “which shall be the organic law of such city.” The people of Seattle adopted a charter which is the organic law of this city, That charter, or or ganic law, provided that all public utility franchises should be adver tised for bids and let to the nigh est bidder.
