PETERSRURG, June 18° Three blank shots and four shells were fired at the British steamship Woodburn by the Russian torpedo boat guarding the czar's yacht at Pitkitpas bay, according to an offi lal statement issued by the gov ernment today, Nothing beyond the bare facts connected with the incident has been given out The statemont says that the Woodburn was steaming {nto the channel where the imperial squad ron was lying When she was shot at by the torpedo boat. The shots Were fired because the British ship was violating the preseribed regu lations | Blank shots were fired by the tor pedo boat as a warning that the Woodburn must put about. Captain Robertson, commanding the Eng | Hehman, paid no heed to the blanks and the torpedo boat loaded her guns with shells, firing four before the Woodburn observed the order and returned the way she had come.
