In San Francisco 5 cents a ton for wharfage gives satis-/ factory results, and there is absolutely no reason whatever why the rate should be increased ten-fold in Seattle. If Seat tle is going to keep her present place as a world port, a change will have to be made, and the sooner it is made the better There is no question but what the people will bring about a réform in time, but time is precious in the development of a city, and delay is likely to place Seattle so far back in the ruck that it will take a hard and long struggle to get up with the leaders again. While everybody else is doing his level best to boost the city along, the wharf owners are sitting back, indifferent to all things except their own immediate dividends. How long is Seattle going to stand it? TOO MANY “ACCIDENTS” While the difficulties of the municipal lighting system are | in a spirit of charity charged up to bad Inck and hoodoos, it is | nevertheless apparent that this long series of breakdowns can not be attributed exclusively to misfortune. ‘There is too much of a logical sequence between the accidents to allow them to be blamed on chance There is cither some incompetency somewhere, or there | is some malice, with the presumption in favor of the former.
