The advances made in the science of public health work and sanitation during the past twenty-five years are fully abreast of those of all other sciences during the latter part of the nineteenth century. City health work is closely al with that of the st modern means of communication, both rail and water, with that of adjacent and distant foreign countries, The require ments, therefore, of the proposed health commissioner are not and should not be based on narrow limits, such as residence in the county or state, but rather on professional ability, spe cial training and experience in the line of work demanded of such an officer. The present proposed charter amendment limits the selec tiog-for this office to medical men residents of Seattle, It de prives the city of the privilege of making a selection, should such selection’ geem wisé, from any one of the trained federal corps, either the army, navy or United States public health and marine hospital, service Such limitation would be unfortunate, especially with ref erence to the latter service, which is a corps of men trained in the very work the proposed health commissioner is liable to be called upon at any time to do. The recent crisis which Seattle faced when bubonic plague was found here but emphasizes the necessity of a char ter provision on the broader lines suggested.
