Particularly interesting has been the discussion in Kuro pean magazines and newspapers during tho past fow weoks of American courts of law The final test of any form of government is its ability to deal out equal and exact justice to every citizen, rich of poor, powerful er humble. If a large section of the Buropean press ts to be believed, the American form of government does not moet this test The Neue Freie Presse of Vienna maintains that one of our @reat difficulties is due to the right of judges to interfere with the executive and the legisiative, which are only theoretically indo- pendont, while practically the judiciary can, whenever !t pleases, Builify the acts of the lawmaking body and paralyze the arm of the executive. “Nothing is more remarkabie than the reguariity with which the American courts throw the administration into conte sion by interference with {ts procedure at every stage. na The Kreus Zeitung (Vienna) says our system ts being under mined by the courts, which are controlied by vested iaterests. “There is not even a pretense of doing justice,” we read; “all te Made to depend upon the pedantic technicalities of (he moment.” A number of English papers say, that In our courts “Justice and @ommon sense are sacrificed to procedure when that conduces to the advantage of a wealthy litigant;" that the loss of confidence fa our courts of law (s traced to the inefficiency of American judges, fend the great importance attached to mere technicalities whon ite @ question of “some great corporation on the one hand and an ele mentary principle of popular government on the other,” thet our use ‘ef the writ of injunction is “a Magrant scandal,” that no Hngtish court would “pervert this writ with such indifference to every consideration of fair play;" that the American lawyer is “the hanger: en of corporations,” and that © aia of wealth need fear the law. They say that our jndiciai procedure has become “a menace to so- ciety,” which Bas resulted in predatory wealth and tn an indiffer- cnee to buman iife, making this country shew a far higher propor tion of murders than any other country in the world except italy and Mexico. ‘The outlook declares that our judiciary, “just as they have over nas nothing to do with conditions of justice, fair play or commen sense.” ‘These are but a few of many criticisms of like character. Some are not entirely warranted, but we must admit that there {4 much in our system of judicial procedure which will not bear close critical analysis, Perhaps our most glaring judicial defects fudge. But happily this old fetish worship is giving way before tn ftetligent and whotesome eriticts We begin to see that it ts justice, not the court, that is sa ‘cred, and that injustice loses none of its abhorrence because it hap- pens to be pronounced by one who for a few brief years is wearing the judicial ermine. | large pearls sad 80 marquise shaped brilliants | An interesting relic of Napoleon ly sixteen women| Bonaparte has been placed in the _— ic bee Yerk One | Nottingham Castle museum.
