You sin, you are caught, you must suffer, you go to prison, Yet prison is a failure as far as it does you any good. If you sinned on impulse, you are ready to sin again and more wickedly before you have left the degrading influence of its yard and corridors. If you sin- ned because your heart was black, the state makes no at- tempt to whiten it. Serve your year or five years or 20 years; then you may go back into the world again, made blacker than before by the very majesty of the law. Yet, according to our standard of civilization, we must either punish or restrain, or society would not endure for a day. * ¢ Then what? Mayor Whitlock argues for no punishment, only restraint. | This will seem visionary to the world, impracticable, inex- | pedient. | But there are some things we can do Every great movement is born among the people There is already such a movement as prison reform. Think about | these things... Tell others that a punishment which makes | men worse instead of better in folly. Create public senti- ment, Interest yourself in the javenile courts, Do your to help the freed felon live down his past. Put worthy sympathetic men upon the bench. Use all your influence | to secure for prisoners some kindliness, some encouragement, | some teaching.
