The idea, to begin with, was to teach the children the lessons of Justice, fair play, fidelity to home and country and respect for the law ‘Then it was found that the best way to teach respect for law and the duty of law enforcement waa to get the children to help in enforeing the law. The cleanliness of streets and alleys and tenement houses was taken up and the children were divided Into bands and tnatructed to gee that the public cleaners did their duty The children made fine inapectora. Im one case a children's band compelled an ashman to come back and get o can he had overlooked. Im another case a street cleaner was made to go over ap on tire block he had hastily swept and left unclean. im another a policeman was taught to handle with less roughness &@ man whom he had arrested. The children kept after his superiors nti! the brutal patrolman was suspended. And so on. The children have sharp eyes and they are everywhere. They have high ideals of pubtic duty and are practical reformers. There is this difference: FORMERLY THE CHILDREN WERE IN LAW; NOW THEY ARE BEHIND IT. And that is the great need of our day. We do not need new Jaws so much as somebody behind the law to enforce It. ‘There should be more of this transferring of children—and mea Great issues are pending in Ruasia. People and csar are face to face, Will they clash? Bind the clash looms bloody revolution. What will the new douma bring to Russia, civil war or partia- mentary government’? The douwma is fresh from the body of the people. The protest of the voters was voiced at the polls in a remarkable popular elec tion that surprised the world. The whole people exorcised the suf frage for the first time. ‘The new douma ts a radical boty—more radical than the first douma_ ‘This representative body of the Russian people will demand con. stitutional government in spirit os well as In form, mand a responsible ministry. It will demand land for the pons When the first douma made these demands the czar dissolved the body. What doce this mean? Does ft mean that the army and navy are with the people? Does it mean civil war? Does it mean that if @ universay strike ts again declared there will be herole, bloody victory or abject, tragic failure again repeated? The situation is tremendously strained.
