BLAME OFFICIALS FOR BIG RAILROAD CRISIS SUNDAY CLOSING 1S Prominent Trainman Explains Trouble Which May Result in Greatest Strike in the History of Rail Transportation-Men Complain of Red Tape. The fact that the trainmen of j 39 railroads affected in the present controversy between the managers and the men’s greviance committee have voted almost animously for a strike unless their demands are acceeded to by the Managers, was positively corrobor ated today by « high official of the Brotherhood of Trainmen. The strike, if declared, will te up every road west of Chicago and place 90,-| 000 men out of work. | The signal for a strike is now up to the action of the two men, P. 1. Morrison, grand master of the Brotherhood of Trainmen, and Grand Master Garrison of the) Order of Conductors. The | men have voted to strike, and un } og 4 compromise is affected short these (wo men will give the word te the strike. A second offer of arbitration has been made by the managers’ com-| mittee in Chicago and refused by the trainmen’s greviance commit toe in &t Paul | The True Cause. | The real cause that has brought | about the strike agitation on the part of the trainmen is the high handed actions of the railroads’ ubordinate officials. When a general manager of a! road makes certain rulings govern ing the control of employes, these rules are violated continually by the roads subordinate officials Men are worked for outrageour hours and? submitted to petty ty-/ ranny by these officials. The rulés discourage men from appealing their oases | cases to to higher an un }If a man appeals, |to the superintendent, | the gene thorities In the road’s management, he must send a member of his greviance commit at an expense of $7 a day, first to the trainmaster of the road, then then to the and finally and the tee general superintendent, to the general manag rallroad president. After ching superintendent it is under the rules of the trainmen, to employ the entire grie- vance committee of the railroad system at an expense of a day | each. Among the rules which have been constantly violated are those regarding the signing and payment of time slips, and the forcing of the men to serve too long hours at a stretch. Working at Washington. The four organizations of fire men, engineers, brakemen and con ductors maintain a man in Wash ington at a salary of $26,000 an nually. Thie man, W. R. Fuller, has been exerting his influence at the national capitol in the present strike situation, and, it in under- ntood, has been in consultation with President Roosevelt, who himself is a member of the Brotherhood of Locomotive Firemen. The trainmen officials believe that there will be no strike, think- ing that the managers’ committee will yield to the demands of the men. These now provide for a 12 per cent increase of wages, a nine- hour day and other improved con- ditions applying to the rules gov- erning employes. The demands to be settled apply to all the trainmen weet of the Mississippi river. ‘al hecessary, GREAT SECRECY IN HALL CASE BOTH SIDES PREPARING FOR) TRIAL IN A MANNER TO IN DICATE A SENSATIONAL FIGHT—NAMES OF WITNESS. £8 NOT DISCLOSED.
