AST EDITION | ' The Only Paper in Seattle That Dares to Print the News “His Resignation Will be in Hands of Mayor Moore in a Few Days---Several Other Mem- bers of the Department Will be Asked to Step Out for the Good of the Service. a Ps Chief Ralph Cook, of the Seattle fire department, will, within a few days, tender his resignation to Mayor Moore It will be accepted Immediately following, a number of the members of the department, including several officers, will be dismissed A thorough investigation of the department will be made, a new and efficient chief secured and the department reor- ganized AWAITS COMMISSION'S REPORT. The resignation of the chief and the dismissal of un worthy members of the department will follow the report of the civil service commission into the Arlington dock loot ing charges, which report will be made the latter part of the present or the first of next week. In selecting a new chief for the fire department it is pos- sible that Mayor Moore will go out of the city of Seattle for his man. If, upon investigation, however, the mayor finds that a man of sufficient merit for the position is to be found in the present department, that man will be selected. But it is thought that, in order to secure the desired discipline, it will be necessary to secure from some other city a man of known worth as a fire fighter and a disciplinarian, FACTIONS IN DEPARTMENT. There are factions in the department today, striving con- stantly against each other, which might make it inadvisable to appoint to the position of chief one of the men now in the department. Such a man would step into the office with enemies already made among the men under him, and no matter how capable he might be, his value to the city would be jeopardized thereby. From the testimony given at the Arlington dock investi- gation it was made quite evident that the department is not now in a position to give the best service to the city. CHIEF COOK'S CONDUCT The conduct of Chief Cook, his intemperance and his neglect of department affairs, has resulted in almost a com- plete demoralization of the department. Among the officers of the department corruption and intemperance exists, and it is to wipe this out that the reorganization will be effected. The great majority of the members of the fire depart- ment are thoroughly honest and capable men, and with a new chief and new heads at some of the sub-stations Seat- tle’s fire department should be as good as any in the country.
