As to her designs upon the Philippines, there is not, probably, a shadow of reason for any such fear. It is not Ikely that Japan wants the Philippines; whether she does or not, she may be trusted to re- e@pect the rights of her best friends. There cannot be much doubt that England and the United States qwill be the closest allies of Japan; there may be no formal compacts, on this side there cannot be; but the interests and the sympathies of these nations will draw them close together; they are almost sure to have a good understanding, and the policy in which they are likely to unite will, may trust, be fraught with large benefits to all the people of the east.
