He would rather make an indifferent - trate than to do anything that would lose him friends, either per- sonal or political, So when some worthless character comes up be- fore him whe has been arrested merely on general principles, he gives the defendant the benefit of the doubt, and sets him free. This is generous, but it's not just. Espa it not just to the police officer who is trying to do his duty. men are very apt to let their zea! get the better of their finer sensibill- ties when on the witness stand; to do what is delicately glossed over as “hard swearing” to convict prisoners whom they firmly believe would be better in jail than out, but against whom a case cannot be made by strictly legal evidence.
