I# certainly entitled to care ful consideration. No one can deny that it has been prevented from en tering into competition with the Seattle Electric Co, Nor ean any one deny that the latter, taking advantage ef its monopoly, has been charg- ing high prices for ite power and light. The Cataract Co. could not reasonably be expe sums of money in enlarging fs plant and its distribution system, when the probabilities were that the Seattle F it in ‘a rate war, put down prices for a while to or below the actual Cost of reduction, and compel the Cataract Co. to follow suit, ‘The latter would thus be permanently crippled by unprofitable rat nothing more or less than going out of business and leaving its costly plant behind for its opponent to gobble up at any price. Then the Se~ attle Electric Co. could put prices up to old figures. ‘The arrangement was unfair, because it did not and could not tn- elude the Seattle Electric Co, which, with a more liberal franchise, might raise and lower rates at its pleasur It would be unfair to allege that the City Council had such a sinister outcome in view when it granted the Cataract Co. its franchise, —T point was made that the electric companies would probably consolidate after awhile, and then, if the Cataract Co. happened to be In the saddie, 4t could take advantage of its monopoly and raise rates to any point it saw fit, unless restrained by its franchise. ra ‘Whether this contention was well founded or not, it no longer figures as an important factor In the case. ‘There can be no monopoly in the electric business after the city gets Hs municipal plant into operation. Genuine competition and reasonable must prevail among the private companies, or the city’s plant will ‘take all of the custom. In the meantime, while the city is building its plant, the Cataract Co. ‘agrees that it will cut present rates twenty-five per cent. if its fran- chise is amended a® requested.
