AS HUMAN & the Japs on the Milos Were Not Passengers. Strange Revelation Has Been Made—Jap Market Is Naw Overflooded. The Utopia on its daily trips from Victoria still comes each day loaded to its fullest capacity with J ese tmmicrants. Last night f aboard 36, imeluding one with a aby about « year old. jot came from Japan on the Br mar, They are being examined at the Yesler dock today by Inspector Bo ¥ rday afternoon Charlie Sa- sake, the Japanese interpreter of} the immigration inspector, made a) few inquiries through Jap town to learn the prospects of the new arrivals. For some time after the Japs began to arrive in large num- bers they were promptly provided with work and a out of the city after remaining here only a day or two. But now the demand seems to be pretty well supplied and the new arrivals, though promised work, are Minding Little or nothing to do. On this account it ts no longer ne- cessary for employers of Japanese labor to contract with them before they come here. They are arriving im such numbers that all demands for them can be more than supplied In Seattle. It has developed that the Milos’ mob of Japs should have been de- nied admittance on account of the irregularity with which the ship en- tered. This was pointed out yester- day by the Japanese Consul Goro Narita to Inspector Snyder. It ap- pears that the Milos is not a passen- ger steamer, has no license to carry Passengers of any kind, even as Bteerage. She ts a tramp steamer and au- thorized to carry freight only. The Japs she brought were not BS passengers but as human freight. ‘They were shipped at $6.50 a head, Rev. J. An instance of this ie the experience recently of a large number who went east of the mountains to work on the Northern Pacific, These men were, of course, under the supervision of a Jap agent, who secured them employment upon the usual commission of ten cents a day.
