This plan, he explained, |was not one of choice but of compulsion. Under existing cir- cumstances, he said, no other ar- |rangement was possible. It ap- 9| pears that Mayor Schmitz in a way still holds the key to the sit- uation. After a close study of the law the prosecution has come to |the conclusion that there 'is no way by which it can oust Schmitz. Even after conviction, accord- ing to the view of the prosecu- tion, Schmitz can continue in of- fice until final judgment has been rendered by the supreme court. To oust the supervisors, there- fore, would be to strengthen the mayor’s hands by enabling him to appoint ‘their successors. - From the statements of Spreckels it ap- pears that San Francisco for the next seven months will be gov- erned by a boodling board and a boodling mayor. Spreckels, co-operating with tion, has made plans by which he hopes to insure the election pf honest officials and the mainte- nance of an honest government. It is his plan to form an organi-| zation which shall exercise extra- judicial powers. It will act as a sort of auditing body and . check up every act of the city govern- ment. CALHOUN IS BUSY Calhoun has been busy drawing the sympathy of the merchant and capital- ist classes to his side. It Is known that his determined stand against the claims of the carmen has won him a large’following, During the last three days Heney's office has been besieged by visitors whose mission has been to beg the prosecutor to let Calfoun off in consideration of what he has done for the city toward making a finish fight against unionism.
