Torneyw, deputy surgeon: general, has been ra- lieved as chief sanitary inspector of the refugee camps about the city and re- turned to duty as commander of the Gen- eral Hospital at the Presidio. The order eame in the form of a request from General Greely asking that Colonel Tor- ney be returned to the hospital and that Colonel C. L. Heizman tske over the duties of sanitary inspector in addition |to his duties as chief surgeon of the Department of California. The change has caused much comment. It was said yesterday that friction had arisen “through a difference of opinlen between General Greely and Colonel Tor- ney &s to sanitary regulations. The ecal- onel when seen yesterday denied that friction existed between him and his su- perior officer and explained his removal as the settling down of the army to its n(ulu routine work. The officers in charge of the camps, however, are not satisfled with this version and are loud in their opinion that his removal was due to some deeper motive. Colonel Torney's ability as an organizer has never been questioned in military circles and spacial credit has been given him for the way he attended to the san- itary conditions of the camps while in Cuba and later during the insurrection in the Philippines. When' the fire first broke out he turned his entire command out to assist the sick and wounded of the city -and no man worked narder ot re- lieved more sufferers than the colonel himself. ‘When the wounded had beem sheltered and cared for he sought out General Funston, who was then in command of the city, and reminded him that steps must be taken to. control the samitary conditions of the city. He was almost immediately appointed chief sanitary in- spector and under his carefu! supervision the eamps were cleaned and all possibility of contagion stamped out. Many of the colone friends believs that his aétiveness and ability during the | distress in the city has greatly imcreased his chances to the promotion of chiéf sur- |geon of the army, the appointment :to which will be made in September next, and for which post the colonel ia con- sidered a very likely probability. _— = FIRE LIMITS AS PROPOSED | OPPOSED BY SMALL OWNERS They Declare Restrictions Will Pro- hibit Them Erecting Homes at Reasonable Cost. The proposed extension of the fire limits is meeting with decided oppo- sitlon on the part of residents in the districts it is proposed to ‘include in | the proscribed territory. Several ar- ganizations have been formed to fight the maiter and when the prop- osition is brought before the Board of Supervisors on Monday the objee- tion to the extension as contemplated | will be clearly expressed. Among the organizations most | prominent in the battle against the measure are the South of Market Property Owners’ Protective Associa- tion, the Property Owners’ Associa- tion of San Francisco, and the Tenth {and Howard Streets Property Own- ers’ Association. It is argued that the proposed change would work a hardship on 20,000 small property owners and the members of the as- sociations do not look upon the eX- tension of fire limits as being sup- ported in good faith. A number of the residents im the 280 additiorfal blocks that will be comprised in the new order declare themselves as being opposed to living in small brick buildings. The dangeér from earthquake in such habitations is pointed out. Should the residents be in a position that they could not afford structures that would comply with the new ations, they would be forced to d of their hold- ings at a price considerably less than \ | their actual value. | “This is a matter of extreme im- portance to the people,” said Ed- ward Fitzgerald, one of the leaders in |the movement. “We were not made aware of what the recent committee proposed to do until the matter ap- peared in public print on May 13. Then weé had to hustle and organize, that our property rights might be protected. We wiil fight this matter before the Board of Supervisors en Monday, but, as we have had 'so little notice, we will have to beg for delay and plead with the Supervisors net to take hasty action before we have an opportunity of presenting our side: The majority of property hold- ers in the nmew section are com - tively poor people and would be forced to sell if they had to comply with different building regulations.
