Rain dripped continuously [Thursday ght for hours through the impro- vised sheiters provided by San Fran- cisco’s homeless people in parks and vacant lots. Many persons, drenched and shivering, were driven into near- by houses for shelter. Thousands walked the streets to keep warm or huddled about campfires. The least distress was at the Presidlo, where nearly all the congregated refu- gees have been provided with tents by the quartermaster's department. Trenches were dug to carry off water and the ground was banked up around the tents, making them comparatively comfortable. Among 3000 Itallans camped near Harbor View there was much distress, especially among the women and chil- dren. The tents were few. A chilly wind blew Friday morning and the dif- ficulty experiepced in preparing food 2dded to the suffering. The high ground at Lafayette and Hamilton squares made drainage good. ‘When the rain penetrated the tents tne soldiers took the women and children into houses nearby. Soldlers also gave up their own tents to shelter the suf- fering. From Jeflerson Square, where thousands are encamped, those who were inadequately sheltered were tzken Into automobile garages and into the Lutheran Church. In several in- stances when people refused to admit women and children the soldiers un- ceremoniously broke down the doors with the butts of their rifies. Several thousand tents are en route. Within a few days shelter will be pro- vided for 150,000 persons. FEach tent now in position will be coated with tar bullding paper, which may make them water tight.
