United States Commissioner Heacock yesterday discharged Captain Joseph Suiter of the British bark Bardowie on a charge of having allowed a member of his crew gdetained for trachoma to escape. The evidence was to the effect that Captain Suiter placed the sailor in St. Mary's Hospital for treatment .and that the invalid tok French leave, his eyesight being sufficiently good for that purpose. Judge Heacock based kis ac- tion upon a decision of United States District Judge de Haven to the effect that when the master of a vessel places a slck member of his crew in a hos-' pital and there is no reason to believe that the patient desires to escape, the master is not required to do anything further.: 2 Many lawyers of good standing are of the opinion that the immigration law in this particular was not intended to apply to other than allen passengers, and several courts in the Eastern States have so decided. 5 —_———————— BUS, Ohlo, March 21. bu?,oibngrl:um‘ the liguor tax from §350 to $1000, today passed This makes 1t peactically a law, as Pattison will sign the measurs, 1 . submitted to the directors of the Pacific THINK NIGGO LETTER THIEF Missives and Money Order Sent to Others Found on Young German at Hospital O’CONNELL PROBES CASE Postoffice Inspector Looking | Into Affair and Is Trying to Find Who John Gurney Is The anxious country maiden whose | adored one has nqt answered the last | letter mailed him in this city, the fond parents who are becoming agitated be- cause of their “sporty” son's failure to acknowledge the check sent him to help round out his good time in the metropo- Ils, the bachelor prune-grower who is becoming pensive because the fair widow who advertised for a handsome’ | husband with devilsh ways has failed to | admit the receipt of his schedule of | qualifications may all take hopc. | There is consolation for them in lhe‘ arrest yestcrday of George V. Niggo, a | watery-eyed, girl-volced young Ger- | man, whose conduct is now being. in- vestigated by Postoffice Inspector | O’'Connell. The inspector believes !hati the insipid youth has been making a | | | practice of stealing letters addressed to various people from the hallways of various rooming hpuses where he has either applied for quarters or been a lodger. Niggo was found standing hatless under a street lamp at Twenty-fourth and Howard streets at 2 a. m. yesterday, with his face swollen and a cut un- der one eye. He was taken to the Seventeenth-street station and from there to the City and County Hospital. | He said he had been assaulted and | robbed. From the hospital it was re- | ported to police headquarters during the forenoon that several letters and a money order for $10, all supposed to | have -been stolen, had been found on | Niggo's person. Detectives Bunner and Freel were put on the case and Bun- ner went to the hospital. Niggo told | him contradictory stories, which, in conjunction with the letters, caused the detective to take him to the Hall of Justice. The money order was made out in favor of Edwin K. Kelly, Hunter Hotel, 681 Howard street, where it was found Niggo also roomed. It was dated Feb- ruary 8, 1906, and had been sent by Mrs. Eva Hendrickson of Colusa. Niggo had signed his own name to it and then Kelly's, but bad evidently not attempted to cash it. Other letters found on him were addressed as follows: Benjamin Church, 509 Montgomery street, from Dublin; Frank D. Kelly, 908 Market street, from Sacramento; Elwin B, Hershey, 681 Howard street, from Palo Alto; Roy Lee Henchen, 1587 Park street, Alameda; J. M. Gorman, 1206 Market street. There were also a number of letters addressed to John Gurney at the Hunter Hotel and Eel River. They were from a Chicago firm and told how to sell mining claims. More than a dozen an- swers to an advertisement Niggo had | inserted 4n a morning paper soliciting | personal inquiries about the “United States Corporation, dealing in mines and purporting to have resources of $500,000,000,” with John D. Rockefeller and Dr. Douglas Hyde as leading stock- holders, were also found on Niggo. The prisoner was seen by Dectective | Graham in a pawnshop a .few days ago with $100 in gold in his possession. He,| is dressed poorly and where he got this money is a puzzle. He spent it having a good time with some women. | Inspector O'Connell is trying to find | out how many other letters Niggo may | have stolen and how many money or- ders he may have cashed, though it Is probable he has cashed none, as he does not seem to know how to” go about it. | He also wishes to find who Gurney is. It is probable that this is an assumed name of Niggo. f | Niggo's demeanor and his mining pro- motion advertisements give the officers | the impression that he is insane, though | he gives indication of a great deal of cunning. TRADE GODIES HAY BE NERCED Two meetings will be held today that | may lead to the consolidation of two of | the commercial organizations of this city, | the Manufacturers’ and Producers’ Asso ciation of California and the Pacific Com- mercjal Museum. The Pacific Commercial | Museum directors will meet.at a luncheon and will there discuss the future of their organization. The directors of the Manu- facturers’ and Producers’ Assoclation will | meet in annual session, and they are ex- pected to take up the question of consoli- datton, which has been talked over in- formally a great deal in the past few ‘weeks. A definite plan has been prepared to be Commercial Museum. The action they will be reported to the Manufactur- ers’ and Producers’ Association, which meets later in the day. A. Sbarboro is the president of the Manufacturers and Pro- ducers, and E. R. Lillenthal heads the Pa- cific Commercial Museum. The movement for consolidation grows out of a belief entertained in some quar- ters that one organization can carry on all the business now transacted by the two, and that the expense will therefore be lessened. The two organizations, like other commercial bodies, are supported principally by the mercantile community on a basis of membership fees and annual dues. A general olidation of several or- | ganizations has been proposed. The first move is to combine the two herein men- tioned. If this ls successful an attempt may be made to unite others. Money Lender Sues Policeman. The suit of O. W. Becker, a money lender, to recover $50 on a mortgage from Oliver P. Beggs, a policeman, was on trial yesterday before Justice of the Peace Lawson. The testimony showed that Beggs borrowed $50 from Becker in June, 1904, and gave him a mort- gage on his household goods. Since that time Beggs has paid $54 interest and he still owes Becker the original principal of $50. Beggs has had con- siderable trouble with money lenders and Judge Lawson advised him to shun the fraternity after reserving his de- cision. ————————— Says Trio Trigd to Rob Him. Richard Seeson, a laborer, living at the Dolan House, Third street, reported to Policeman Ward early yesterday morning that while he was 1n a rear room in a saloon at 9013 Kearny street three young men knocked him down and attempted to go through his pockets. He shouted for help and they ran away. Later Policeman Ward ar- rested Tony Toranto and he was iden- tified by Seeson as one of his assail- | ants. . | EUBURB is found in e i [ £ £ £ i E § i Sold by THE' OWL DRUG CO., 1128 Market st. and 80 Geary st.
