Builders and Workmen ON-UNION MEN ARRIVE Contractors, It Is Said, Are Determined to Put in Force Their Policy of Open Shop Special Dispatch to The Call. SANTA ROSA, March 22.—There is every indication today that the fight be- tween employers and empioyes here has reached a crisis and that there will be | bitter war waged from now on. The declaration for “open shop” made some time ago by the Builders’ Exchange will, it is said, now be put into full force and if the local mechanics do not accept the work offered them under these conditions their places will be filled by men brought from the outside. More non-union men are arriving daily. —————— WRITES LETTER WHILE DYING. Missive Left by McCall Explains Em- ployment of Hamilton. 9 NEW YORK, March 22.—A letter which former President John A. Me- Call of the New York Life Insurance Company wrote on the day before his death, in which he stated the condi- tions under which he employed Andrew D. Hamilton as legislative agent of that company, was made public today. It ‘was directed to Alexander E. Orr, pres- ident of the New York Life Insurance was dated February 16 last am desirous that you and the company officlals through you, shall have notice of the nature and _character of the employment of Andrew D, Hamilton if I am not here to be heard when the time arrives to have it made known. was employed by me in 1895 on behalf of the company to attend especially to mat- ters of taxation and legislation in the United States and other countries affecting the com- pany’s interests. He refused to accept the duty unless it was made confidential and secret and that no accounting of moneys advanced to him should be asked of him or rendered by him, and I assented to the proposition. He told me that this condition he would impose as an absolute one and unless it was accepted he would not undertake the work. Whether my action was legal or not it will be lett for others to say. I believe it was and that I was clothed with full power 80 to act and that the interests of the com- pany and the policy-holders demanded that steps of this nature be taken, but aside from this the main reason for my present writing is that there may remain no’doubt as to what my statement would be if I Wwere here, as to the nature and character of Judge Hamilton's retainer and contract. Sincerely yours, JOHN A." McCALL. —_———— RAILWAY COMPANY UNABLE TO GET RED BLUFF FRANCHISE RED BLUFF, March 22.—The battle between the Redding and Red Bluff Railway Company and the committee of citizens selected to decide what streets the company, under franchise to enter this city, could use, goes merrily on. The company after having been refused a franchise on Main street, applied for a franchise on Madison street. At a meet- ing of the committee last night the granting of a franchise on Madison strect was strenuously opposed. It is generally believed that there will be no agrecment reached and that when the matter comes before the Board of City Trustees next Monday night it will still have to be continued. A — DRUNKEN MAN ROLLS INTO FIRE AND IS BURNED TO CRISP HOOD RIVER, March 22.—An un- known Russian Finn laborer was found near a camp fire on the Northbank Rallroad burned to death. In company with two other men he had been at Lyle last night drinking heavily, and according to the story of his compan- lons they procured a bottle of whisky and went down to the camp, where they built a big fire and lay down beside it to sleep. After sl g for a time two of the men went to Lyle, leaving their companion asleep. In the early morning when they returned they found he had rolled into the fire and had been burned almost to a crisp.
