It is sald that the subject will also be brought to the attention of the State League of Repub- lican Clubs at the blennial convention in Santa Cruz next May. Patriotic societies throughout the State will be asked to join in the general expression in favor of jus- tice and falr dealing to the men who re- sponded to President Lincoln's call for troops. The law as it stands gives to veterans ot the Union cause the preference in pub- lic employment, but the spirit of national and State legislation in this regard is wholly ignored In many departments of the public service. It is said that facts will be presented to the department en- campment which will show that veterans capable in every respect, and mentally and physically able to perform readily the duties assigned to them, have been transferred to pesitions of lesser grade and smaller compensation to e room for political and personal favorites. In large business enterprises conducted by individuals some value is attached to the experience and knowledge which an employe obtains in twenty years of active and faithful work, but some of the heads of departments in the Federal service hold to the notion that experience and integrity are nothing compared with youth and ambition. Leaders in the movement to protect old soldiers against unwarranted discrimina- tion remark that the Grand Army is not in politics, but nevertheless comrades have the right to appeal to Congressional delegations and conventions of all polit- ical parties to sustain the men who went to the front to sustain the country. —_——————— IVAN WALLACH IS INDICTED FOR ALLEGED THEFT OF COIN pARSIR Grand Jury Returns True Bill Against Missing Cook’s Tourist Bureau Agent. The Grand Jury yesterday returned an indictment on a charge of grand larceny against Ivan Wallach, agent of the Cook’s Tourist Bureau, whose ab- sence is contemporaneous with that of the gold and silver coin of many coun- tries that the tourist agency was hold- ing in trust. The amount that young Wallach is accused of taking is ap- proximately $1500 in United States money. It consists of 4260 German marks valued at $1097.19; 1500 Austri- an kronen, $304.80; fourteen Canadian dollars worth $13.97, 108 Mexican dol- lars worth $54.42 and five Russian rubles worth $2.55. Young Wallach is the black sheep of a respectable family. He is a German subject and his whereabouts is at present unknown. At the time of his disappearance he removed his personal belongings from his home, together with other household effects of some value. The witnesses at the inquiry were Willlam J.
