CHICAGO, March 2.—Vegetarians are largely responsible for the increasing price of shoe leather, is the belief of August H. Vogel of Milwaukee, who was the principal speaker last night at the semi-annual dinner of the Shoe and Leather Association of,Chicago. He and other speakers complafned that, shoes in | Chicago were sold too cheaply., “The world’s visible supply of hides,” sald Vogel, “is every year becoming less in proportion to the Increase in popula- tion. The hide industry is dependent on the consumption of meat. People are eat- ing less meat than formerly. The con- sumption of cereal and vegetable foods is increasing every -year, and the price of leather is increasing proportionately. “There has been an advance of shoe leather all along the line, and it would be natural and legitimate for shoe dealers to ask from 10 to 30 ver cent more for their goods, but they don’t, except in the cheapest grades.” RUSSIAN OFFICERS " TOVERCOME BY GAS Lieutenants Mikolai Scher- ieff and Paul Yarovenks Asphyxiated. Lieutenant Mikolai Scherieff and Lieu- tenant Paul Yarovenks, Russian officers, came close ‘to losing their lives in their apartments in the Grand Hotel Thursday night. They were overcome by gas as- phyxiation. The two officers arrived here a few days ago and took rooms at the hotel. On Thursday night gas was discovered in the hall and it was traced to the rooms | of the Russians. They were found In a precarious condition and a physician was summoned at onece. He worked over the men for many hours, and it was with much difficulty they were brought around. They were conscious yesterday, but were not entirely out of danger. A doctor wes in attendance most of the time. The Russian- Consul was notified and he laoked after the welfare of his coun- trymen. ————— PAYNE BILL IS DEFEATED IN THE SENATE COMMITTEE Decisive Action Is Taken on Measure ‘Which Passed the House by Large Majority. ‘WASHINGTON, March 2.—By a vote of 8 to 5 the Senate committee on the Phil- bill which had passed the House by a vote of 28 to 71. The action of the committee | had been foreshadowed for nearly a week, although the exact vote had not been known. The Senators voting for the bill were: Lodge, Beveridge, Long, Carmack ‘and | McCreary. The 'negative votes were: Hale, Burrows, Dick, Nixon, Brandegee, Culberson, Dubois and Stone. After this decisive action had been tak- en McCreary moved that the bill be re- ported to the Senate adversely in order to give the Senate a chance to consider it. Brandegee moved to table the motion, and this was carried by a vote of 7 to 6, Nixon voting with the minority on this proposition. This action effectually dis- poses of the measure unless the chairman should appeal to the Senate by resolution. After Brandegee's proposal that the bill should be tabled Lodge, the chairman, addressed the committee. He said the course proposed was unusual and that there could be no good purpose accom- plished in thus preventing the Senafe from reviewing the action of the commit- tee if it desired. The opponents of the bill made no reply. After the bill had been effectually dis- posed of McCreary moved to report his bill, which provided for free trade with the Philippines immediately. This motion was lost, only four Senators voting in the affirmative. They were McCreary, Cul- berson, Carmack and Stone. The Payne bill provides for the reduc- tion of duty on sugar, tobacco and rice, imported from the Philippines, to 32 per cent of the Dingley schedules and for ab- solute free trade after three years.
