L Mohammed-El-Torres, head of the Mo~ roccan mission, has informed the dele- gates that the Sultan is prepared to abol- igh harsh laws requiring Jews to pros- trate themselves before the mosqués and other humiliating practices, but the dele- gates doubt the wisdom of their abolition, as Mohammed-El-Torres and the foreign sisted arrest. The capture was made by a detail of picked men from the local police department and was made at the request of United States Secret Service Agent ‘Walker. Walker had previously arrested D. B. Blackburn, a young man 24 years of age, at La Junta, Colo. Blackburn was on his way to Dogdge City, Kans., and stopped off at La Junta to purchase a bottle of whisky. He paid for the liquor with a ten-dollar bill which was later found to be spurious. Blackburn was arrested and the United States authorities notified. Agent Walker went to La Junta and found eighty-five counterfeits among the effects of Blackburn. The latter, when confronted with the bills, told Walker that he had gecured them from Barnard and gave the officer Barnard's address in this city. A search of the premises re- sulted in finding copper plates and other essentials to a complete plant for making counterfeit money. The bill counterfeited is what' is known as the “Buffalo bill” of the denomination of ten dollars. A number of them have been disposed of in this city and Agent dictiqn only in cases involving an Indian upon an Indian reservation. Neither Draper nor,his victim were in this cate- gory. - After the Supreme Court rendered this memorable decision which saved Draper from the gallows his case was transferred to the District Court of Custer County. He azreed to plead gullty to the charge of murder in the second degree. As ha had already spent several years in jail, almost within the shadow of the gallows, the Custer County authorities, in order to save the expense of a trial, accepted his ofter. He accordingly pleaded guilty and was gentenced by Judge Loud to twenty- eight years In the penitentiary.
