Stephens, superintendent rail- way mail seryice, has addressed a let- ter, of which the following is a copy, to the owners and agents of whaling vessels that are locked in the ice off Herschel Island, Alaska: This -office is in redeipt of telegraphic in- structions indicating that in accordance with arrangements made with the Canadian Goverr ment the Honorable Secona Assistant Postma: ter General has made arrangements for for- warding mail to the whaling vessels which have been reported as being caught in the ice off Herschel Island, Alaska. A detachment of the Canadlan mounted police will leave Daw- son, Yukon Territory, December 15, for the purpose of ascertaining the condition of the vessels mentioned, and w:i at the same time carry mail for the officers and members of the crews of thees vedsels.
