Set Up for Themselves R et MADRID, May 7.—Sarrion de Her- rera, former King at Arms of the Spanish court, who is charged with having ¢onspired agalnst the Govern- ment of ];ra:ll. was interrogaged by a magistrate to-day. De Herrera main- tained that Kunani has been recog- nized as an Independent State since ;1872 and that the recruiting of men in Europe for the service of that State is perfectly legal. He denied the exist- ence of a plot against Brazil and as- serted that the diplematic relations be- tween Brazile and Kunani are most cordial. He had been residing in Madrid for two years in the capacity of Minister for Kunani to Spain, Morocco and the Holy See. De Herrera said that a revolutionary colonel named Casero had recently visited London in order to arrive at an understanding with the general committee of the Free State of Kunani and to purchase war stores. Theé territory of Kunani was the sub- ject of ,dispute between ¥rance and Brazil from 1713 to 1857, when it was decided to submit the question in- volved to the arbitration of the Swiss Government, which on December T, 1900, rendered @ declsion nward’ Brazil 147,000 square miles of the con- tested territory and France about 3000 square miles of the Tumuck-Humao range. In 1835 a conflict occurred in this “buffer State” or Xunani be- tween French and Brazilian troops pre- cipitated by the discovery of gold in the Carserenne district. ~Subsequently a proposal was made to arbitrate, which led to the decision above noted. In February last Adolphe Brezet, claiming to be President of the ‘re- public of Kunani,” arrived in Paris, seeking recognition of his alleged Gov- ernment by France, alleging that the people of Kunani refused to accept the decision of the arbiter. According to Brezet. Kunani has two or three times as much territory as France, with a population of about 200,000 colonists and a half million Indians, all of whom, he alleges, support the new Govern- ment. In September last an unsuc- cessful effort was made to obtain rec- ognition by the United States of the so-called Free State of Kunani. —_———— COMMANDER W. S.
