The present Po- lice Commission had also to issue Hquor licenses to the saloons. | General MacArthur pleaded for the closing of the saloons, which he said | were detrimental to the morals of | | the soldiers. The Police Commission- | ers and the Mayor agreed with Mae- | Arthur that the saloons should be closed, but the conference ended with- out any conclusion as to definite action being arrived at.
