Dec. 3. —When the Grand Jury called to investigate alleged boodling in Kansas City, Kans., met to-day Judge Fisher of the Dis- trict Court gave explicit instructions regarding its work. “For years,” said he. “it has been commonly rumered and often openly charged that public officials of the city of Kansas City, Kans., were in the Ihabl( of soliciting and receiving bribes. In this community there has grown to be a sentiment that pure maunicipal government is an unobtainable thin that ceorruption in office is a conven- tional crime; that every man has his price. Such a condition Qf affairs is appalling and demoralizing, and no |80ed citizen will refuse to assist in eradicating it. “There is no offense more despicable than the betrayal of a public trust for private gain. “Let no bribegiver nor bribetaker or corrupt publie official escape.” The instructions call for the investi- gation of the prohibitory law, as weil in office.
