No Foundation for Reports of Reoccupation of Newchwang. ARG Special Dispatch to The Cail, CALL BUREA 1406 G STREET N. W., WASHINGTON, May 12.—Thorough investigation by the State Department has convinced Secretary Hay that there was no foundation for the exciting official re- ports forwarded here by Minister Con- ger last week that the port of New- chwang, in Manchuria, had been reoccu- pied by Russian troops. This inaceuracy of the Government's information service in the Far East was a faux pas which put the nerves of several governments on edge. From inquiry made, United States Consul H. B. Miller at Newchwang heard that Russian troops had moved into certain fortifications on the river near Newchwang, and that he reported this fact to United States Min- ister Conger at Peking, who accepted it as authentic. Miller's belilef in the report . by the fact that there had been some move- ment of Russian troops in Manchuria, although not at all in violation of Rus- sia’s agreement to withdraw. Soon after Conger's message to the department, transmitting the news sent by Miller, rumors of practically the same character became current in Peking, the basis for them evidently having been facts which had leaked out during the transmission of the message. These rumors, it is be- lieved at the State Department, formed the basis for unofficial reports from Pe- king, paralleling the official reports from Minister Conger. It is interésting to note, in connection Conger's latest blunder, that four warships have within a week been ordered to join Rear Admiral Evans, who is now at Yokohama. The Wiscon- sin, which has been waiting at Puget Sound Navy Yard for new ventilating machinery, will sail to-morrow for Yoko- hama and the machinery will be sent after her. Orders were issued late last week for the Albany, Raleigh and Cin- cinnati to detach themselves from the European squadron and proceed in com- pany, as soon as possible, to the Asiatic station, reporting to Rear Admiral Evans upon arrival. It had been planned a few weeks before to #end these ships out to the Asiatic station, although the Albany is In need of new sheathing for her hull, but for the three to proceed in company was a new move. They probably will leave the European squadron for the Orient on Saturday, May 16. ‘When all of these ships arrive in the East the squadron under Rear Admiral Evans will consist of the battleships Ken- tucky, Oregon and Wisconsin; the eruis- ers Albany, New Orleans, Raleigh, Cincin- nati and Rainbow, besides numerous smaller craft.
