NOVEL SUIT IS FILED AGAINST RIVER STEAMER Captain Johnson Libels the Vessel | for Refusing to Help After a Collision. -A novel suit in admiralty was filed in the United States District Court yesterday | under an act of Congress approved Sep- tember 4, 189, imposing a penalty of $1000 | or imprisonment for two years upon the | master of any vessel who refuses to stand by and render assistance to a vessel | which his craft has injured in a collision. | The act provides also that the informcr | shall receive one-half of the fine, the re- maining half to be paid into the treasury of the United States. The suit is a libel in admiralty brought against the American steamer F. M. | Smith, Charles E. Ralph master, by John | D. Johnson, master of the American | schooner Solferino, for $1000 penalty for | having refused to stand by and assist the Solferino after the Smith had collided | with her on the night of September 27, | 1902, in Suisun Bay. The Solferino is owned by Mrs. Elizabeth Johnson, wife of the complainant. She also filed a libel | yesterday against the Smith for $683 62 damages alleged to have been sustained by the Solferino in the collision. William P. Humphrey and R. H.
