Bill Placing Glen Ellen Home Under Lunacy Commission Passes. CALI, HEADQUARTERS, SACRAMENTO, March 3.—The Governor will be called upon to sign Assembly bill 614, by Cromwell. It passed the Assembly last week and also re- ceived consideration at the hands of the Sen- ate this afternoon. Senator Woodward ex- plained the bill. It defines the powers and duties of the State Commission In Lunacy and provides for the government and man- agement of State hospitals for the insane and other incompetent persons. He states that the bill is almed to take the Home for the Feeble- minded at Glen Ellen under the sheltering wing of the State commission. It is his opinion that had the commission been in charge of the Glen Ellen home it would be in better con dition and the scandals that have been prev: lent would not have occurred, mustering strength enough to suspend the constitution. At the opening of the even- eession an effort was made to take the matter up out of order, but again Johnson objected, and by a vote of 35 to 19 the ‘motipn falled. The opinfon which ATtorney General Webb will render to the Becretary of State is almost certain to be to the effect that the certificates must be issued. The delivery of this opinion was held up to- night in order to give the Assembly an | opportunity to pass the new bank biil to- night, but that body took no action.
