Rublee at Hongkong Is Trans- ferred to the New Republic. e . ‘WASHINGTON, Oct. 8—Edward S. Bragg, Consul General at Havana, has been transferred to theé post of Consul General at Hongkong, taking the place of Willlam “A. Rublee, who has been transferred to the consulate at Havana. The change in the Havana consulate | general has been in contemplation for almost three months. It was fully de- cided that it was necessary to make the change and the only question was where Consul General Bragg could be piaced without substantial loss to himself, for it s difficult to find in the consuiar ser- vice a position paying as well as that of Havana. The official salary for the place i $5000 per annum, but there are fees attached, much of which go to the Con- $ul Genperal, which swell the total-com- pensation to about $7000 a year. Although it is realized that General Bragg has been guilty of a lack of judg- ment at least in allowing to escape from him a rather contemptuous critictsm of the Cuban people, in view of the fact that he was not directly responsible for its puhlication the President decided to look on his case with a lenfent eye. Barly in July General Bragg wrote a letter to his 'at her home in this country In which je used this langua “Uncle Sam might as well try to make = whistle of d pig's tail as to try to make something out of the Latin race.” /The letter was published on, July 4. A few days later the Cuban Government agked Mr. Squlers, our Minister to Ha- vana, if the quotation was authentie, in- ating that'if it werg so Geéneral Bragg bably had destroyed his usefulness at avana. By direction of the State Do- rtment Squiers called on General Brags an explanation. He at once admitted the authenticity of the quotation, but held he had a right to write what he ‘pleased ‘in a -strictly personal letter to his own family and without discussing the question with the general the State Department declded that a change must be made and set about to find another place for General Bragg. About two ‘Weeks ago this' was found through the willingness of United States Consul Gen- eral Rublee at Hongkong, China, to change his post for that at Havana. The delay in making the announcement of the change has been caused by the necessity of arranging the details of the transfer. It is® understood now that these have been perfected and that the change will take place as soon as Rublée can reach Havana. Rublee's post at Hongkong is salarfed at $5000 per annum and his notarial fees, to all of which he is entitled, amounted ldst year to $1047, so that General Bragz probably will not lose very much by the change. COLORADO SPRINGS, Colo., Oct. §— The National Irrigation Congress will re- tain‘ts identity as an independent organ- ization at least for another year. This was decided By a vote of 113 to 91 at 10 o'clock to-night by these delegates to the congress who weathiered ome of the flerc~ est parliamentary storms ever seen in Colorado Springs. No polftical convention that has béen held in this ¢ity for years has witnessed a more interésting or hard-fought contest than that waged amgng the delegation at the congress this n.tgmoon and to-night over the report of the committee on per- manent organization, which comsisted in a recommendation of fourteen out of six- teen of the members of the commitiee that the National Irrigation Congress merge with the Transmississippi Con- gress, the former to constitute one of the braniches of the organization o' be cre- ated by the proposed merger.
